Licence Or Liberate? Comms Ministry Grapples With Social Media Regulation

The Ministry of Communications and Digital (KKD) is actively exploring the need to licence major platform providers such as Google, Meta, and TikTok, which generate revenue through content sourced from local media organisations.

Minister Fahmi Fadzil stated that discussions with the Malaysian Communications and Multimedia Commission (MCMC) and the relevant platforms have taken place to refine this initiative, aimed at ensuring fair returns for the country’s media industry, according to Bernama.

He stated that after meetings between MCMC, KKD, and prominent social media platforms like Google, Meta, and TikTok, he is working with MCMC to assess the necessity of registering and licencing some of these platforms.

“We’ve observed that a substantial amount of content created by Malaysian media organisations is utilised on these prominent social media platforms, yet the returns for our local media remain disproportionately low,” he emphasised.

According to Fahmi, these proposed licencing and registration measures are imperative to secure the long-term sustainability of the national media industry ecosystem.

“We’re not only looking to support journalists and staff facing difficulties but also the media industry as a whole,” he stressed.
