85% Domestic Users Will Not Be Affected By The 2024 Electricity Tariff Adjustment

The government will maintain the rebate of 2 sen/kilowatt-hour(kWh) for users with a monthly electricity consumption of 600kWh and below.

The Energy Commission (ST) stated that the electricity tariff adjustment, implemented through the Imbalance Cost Pass-Through (ICPT) mechanism for the period of 1 January to 30 June 2024, will not impact 85% or seven million domestic consumers in Peninsular Malaysia.

This is due to the government’s decision to maintain a 2 sen/kilowatt-hour (kWh) rebate for users with a monthly electricity consumption of 600kWh and below, according to Bernama.

For consumers exceeding 600kWh but not surpassing 1,500kWh per month, no surcharge will be applied.

However, those with a monthly consumption exceeding 1,500kWh will continue to face a surcharge of 10 sen/kWh. ST stated that 99% or 8.2 million domestic consumers will still receive government subsidies.

The ICPT, operating under the Incentive-Based Regulation (IBR), allows adjustments to fuel costs every six months based on global fuel price fluctuations.

ST clarified that non-domestic users in certain categories, including commercial and industrial low-voltage tariffs, specific agricultural tariffs, and water and sanitation operators, will not see an increase in electricity tariffs, with the ICPT surcharge maintained at 3.7 sen/kWh. Other non-domestic consumers will retain a surcharge of 17 sen/kWh.

ST highlighted that the government allocated RM1.9 billion in subsidies across all consumer categories to mitigate the impact of the ICPT surcharge during the implementation period.

Consumers are advised to check their monthly electricity bills for usage and subsidies. For estimating future costs, ST recommends using the electricity tariff calculator on the website https://myelectricitybill.my.

The electricity tariff adjustment under the ICPT mechanism applies to all consumers in Peninsular Malaysia, excluding those at the Kulim Hi-Tech Park in Kedah.
