Minister of Science, Technology and Innovation (MOSTI) Chang Lih Kang stated that the government plans to establish a clear framework for protecting human rights in the context of artificial intelligence (AI) and ensuring accountability for those responsible for rights violations.
He highlighted that aligning technological advancements with human rights principles is not merely a moral duty but also a practical necessity for constructing a just and equitable society, according to Bernama’s news report.
“While AI-powered search engines and content recommendation systems can enhance information access, thereby promoting freedom of expression and the right to access information, they can also be used for content moderation and censorship, potentially affecting the right to freedom of expression,” he pointed out.
Speaking to reporters after participating in the 10th Asian Human Rights Defenders (HRD) Forum, Chang underscored the importance of establishing a foundation based on good governance and ethical behavior.
He acknowledged that striking a balance between the advantages of AI and the safeguarding of human rights presents a significant challenge for governments, organisations, and society, given the intricate relationship between AI and human rights.
Hence, Chang stressed the necessity of creating a comprehensive code of ethics and governance for AI.
