The National Cyber Security Agency (NACSA) signed a Memorandum of Understanding (MoU) with Huawei Technologies (Malaysia) Sdn Bhd (Huawei Malaysia) to foster collaboration in Malaysia’s cyber security and cryptology initiatives, including cooperation in artificial intelligence (AI) security and digital sovereignty.
The MoU exchange, witnessed by Prime Minister Datuk Seri Anwar Ibrahim, took place on the sidelines of the second NACSA Cyber Security Summit (NCSS) 2026 at the Putrajaya International Convention Centre (PICC).
The partnership will facilitate information sharing and technical discussions, explore joint research opportunities, support training and capacity-building, and develop potential models in innovation and technology. It will also foster mutual understanding of legislative and technical requirements in cryptology — the application of encryption, authentication and other techniques that enable secure communications and data protection — as well as cyber security.
The collaboration will also explore potential areas of cooperation in AI security and digital sovereignty, including policy dialogue, governance frameworks and technical considerations, in accordance with applicable laws and regulations. This aims to support the development of robust governance frameworks and safeguards to protect critical infrastructure and essential services as AI becomes increasingly embedded across critical sectors.

Cyber security has become fundamental to economic growth, public confidence and national competitiveness. Through this collaboration with NACSA, we look forward to combining global expertise with local capacity building to help Malaysia strengthen its cyber defences, enable the secure and responsible adoption of AI and contribute towards the development of a secure, resilient and trusted digital ecosystem for the nation,” said Huawei Malaysia Cyber Security and Privacy Protection Officer Lee Han Ther.
NACSA, the national lead agency for cyber security under the National Security Council in the Prime Minister’s Department, will lead the cooperation, while Huawei Malaysia will serve as the technology enabler. The collaboration aligns with NACSA’s role in safeguarding the country’s National Critical Information Infrastructure (NCII) and coordinating national efforts against cyber threats.
NCSS 2026, held from 7 to 9 July, is Malaysia’s premier national cyber security summit, hosted by the government through the National Security Council and led by NACSA. Building on its inaugural edition in 2024, the summit serves as a platform to advance the national cyber security agenda by bringing together government leaders, senior executives, cyber security professionals, industry experts, academia and law enforcement agencies to discuss emerging threats, share best practices and strengthen collective cyber resilience.
