The tender process for the multi-lane fast flow highway concessions will be carried out “properly and transparently” by the government, according to Prime Minister Datuk Seri Anwar Ibrahim.
He was quoted by FMT saying that there was no basis to assume that it would be carried out via direct negotiations and companies that are looking to bid for the project would go through the usual process.

The MLFF is a gate-less toll system that is expected to use automatic number-plate recognition (ANPR) technology and the Radio Frequency Identification (RFID) system.

Anwar also mentioned that the government will review a controversial agreement, which is reported to be worth around RM3.46 billion, between the previous administration and a subsidiary of YTL Holdings Bhd.
We will have to relook at the whole process to examine whether it adhered to all the guidelines (of open tender).

It was previously reported that the 32 concessionaires were not happy with the deal, saying that the agreement was “monopolistic and overpriced”.
Reports also say that the previous government and the private company signed an “appointment agreement” on 17 November 2022, awarding the project without consulting the concessionaires who will eventually have to pay up.
An objection letter was sent to the Works Ministry by the Association of Highway Concessionaires Malaysia (PSKLM), saying it violated their respective agreements with the government.
Concerns were also raised over the estimated costs of RM3.46 billion, which the concessionaires said can be cut by 30% if are allowed to build and implement the system themselves.
